Description/Summary

The Executive Director (ED) of the Green County Development Corporation (GCDC) serves as the leader and manager of the organization, and is responsible for the establishment, coordination, leadership and management of comprehensive economic development efforts in all areas of Green County.  The ED is an employee of Green County and serves under the direction of the Board of Directors for GCDC, exercising independent judgment and working with minimal supervision, but seeking direction from the GCDC Board of Directors on substantive matters related to administration of corporation policies, programs, and services.
 
The Executive Director will be a proven, highly-skilled leader in the field with extensive experience implementing community and economic development strategies and bringing diverse local leaders and constituencies together in a public-private partnership for sustainable success.  The ED will demonstrate the highest levels of integrity, honesty, and openness to create strong and enduring relationships with key leaders in the local, county, state and federal arenas.  The ED is an experienced professional in all aspects of running a non-profit economic development corporation, and works with the organization’s Board of Directors in establishing, implementing, and maintaining policies and procedures to achieve the overall mission of GCDC.  

Essential Duties and Responsibilities

Essential Duties & Responsibilities: 
The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

  • Work directly with prospects, determining their needs and assisting them in site selection, respond directly to inquiries and serve as an important information resource regarding wages, taxes, labor, business climate, and operating costs for prospective new businesses.
  • Identify target areas for commercial and industrial development and develop, facilitate and implement countywide promotion and marketing programs.
  •  In conjunction with the local municipalities and local economic development agencies, develop a working relationship that serves both countywide and local economic development goals.
  • Provide specific technical assistance needed to help local units develop their residential, commercial and industrial resources.
  • Develop and facilitate a business retention and expansion program that includes regular contact with local municipalities and local economic development units.
  • Serve as a resource of available financing programs for business development, including but not limited to municipal/county revolving loan funds, conventional financing, local investors, and venture capital funds.
  • Develop a strong working relationship with corporate and governmental economic development organizations and regulatory departments and agencies.
  • Serve as a public advocate for economic development and communicate accomplishments to civic groups participating communities and decision makers.
  • Promote innovative economy-driven changes to regional educational systems
  • Foster regional economic development through countywide leadership, communication, and collaboration
  • Serve as a key advocate and partner for community-focused efforts in the arenas of quality of life, education and workforce, land use, transportation and infrastructure capacity development, and community sustainability practices.
  • Serve as the organization’s principal spokesperson to ensure that a strong communications effort is in place that meets internal and external needs.
  • Monitor and evaluate on a regular basis the organization’s financial status and taking appropriate actions to ensure its fiscal sustainability.
  • Supervise support staff as needed
  • Staff support and organizer of GCDC Board meetings and GCDC events and related functions.

 

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skills and abilities required. 
Education and Experience:
A Bachelor’s degree in Business or Public Administration, Planning, or related field(s), required. A Master’s Degree and further Economic Development and/or planning accreditations (CEcD, EDFP, AICP) are highly desirable.
Three years progressive experience in economic development.

Language SkillsAbility to read, analyze and interpret general business periodicals, professional journals, technical procedures, financial data, engineering or governmental regulations; Ability to write reports, business correspondence, and procedure manuals; Ability to effectively present information and respond to questions from groups of community leaders, elected officials, investors, and the general public.
 Mathematical SkillsAbility to read, understand, and calculate financial statements, ratios, proportions and percentages; Ability to read, understand and calculate engineering data, including basic concepts of algebra, geometry, and trigonometry; Ability to summarize and simplify complex technical information.
 
Reasoning AbilityAbility to define problems, collect data, establish facts and draw valid conclusions; Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables; Ability to analyze and process information quickly and accurately.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls, and must be able to speak, hear, and see.  The employee frequently is required to sit.  The employee is occasionally required to stand, walk, reach with hands and arms, and stoop, kneel, crouch or crawl.
The employee must occasionally lift and/or move up to 40 pounds.

While performing the duties of this job, the employee occasionally works in outside weather conditions and is occasionally exposed to fumes or airborne particles.  The noise level in the work environment is usually moderate.

Salary
Expected hiring range between $50,000 - $65,000 annually.  
 
Hours
General GCDC office hours are Monday – Friday 8:00 am to 4:30 pm. Additional meetings and work activities outside of normal office hours is to be expected.
